Acquisition
Harvest a dead eagle with an axe and you'll get these damaged feathers.
Usage
Damaged Eagle Feathers have no use outside of giving a hint on how to obtain Pristine Eagle Feathers, just in case you thought shooting the eagle would help you get the Hang Glider earlier.
